I have exactly what you need, but unfortunately a trailer brake controller will not work in a flat towing situation. Instead you will need a supplemental braking system. I attached our help article that will give you a comprehensive overview of supplemental braking systems, but if I may make a recommendation, I'd look at either the Demco Stay-IN-Play DUO, # SM99251, or the Roadmaster Even Brake, # RM-9400.
The Stay-IN-Play DUO, # SM99251, is installed on the tow vehicle and you never have to worry about it again. This is the top system on the market and for good reason. It is a set-in and forget-it type of system.
The Roadmaster Even Brake, # RM-9400, is unique from the Stay-IN-Play DUO in the fact that it is a portable system. You have an actuator box that you set in the driver side floor board when you are towing and you take it out when you aren't. It is easier to transfer between vehicles if you don't plan on keeping your Liberty for very long.
