I have a 2006 toyota highlander hybrid and need a brake controller for camper trailer brakes.. how is best way to do this to interface with highlanders brakes..

Since the 2006 Highlander doesn't have the plug and play provision for a brake controller installation, the controller would need to be hardwired into place. Don't let that scare you off, it's a pretty simple installation.
As a first step, you'd want to choose a brake controller. I'd recommend a proportional controller what will help modulate the trailer brakes so they apply at the same rate and intensity as the vehicle brakes for a safe, predictable and controlled stop. The Tekonsha Primus, part # TK90160 is a reasonably priced controller that works very well.
To install the controller, you'll first need a functioning 4-pole trailer connector. If you don't already have one, you can install one using part # C59496.
I've linked you to an install video showing the brake controller I recommended being installed on a 2010 Highlander. The procedure on your 2006 would be very similar.
You'd then need our Brake Controller Installation Kit, part # ETBC7. The ETBC7 includes everything needed to install a brake controller, including the adapter to convert the 4-pole into a 7-way and all the wiring, hardware and circuit breakers needed.
