If i added this part #C45796 a 2 inch 18 inch extended to the back of my motor home and then attached my Blue OX Avail to it will it function with in the required specs to flat tow a vehicle. My Jeep Grand Cherokee has Airforce one brake system which is a proportional air brake system.

I have an option for you, but I'm afraid the Curt Extender for 2" Receivers -18" Long, part # C45796 won't work for your application. It has a capacity of 3,500 lbs, and from what I found, your Jeep Grand Cherokee exceeds that.
If a 12" extension is enough for what you need, your best option, with a 10,000 lb capacity, is the Bue Ox Hitch Extender # BX88264. This is the longest extension with the highest capacity we have available for a 2" receiver.
Otherwise, please let me know the year of your Grand Cherokee, as well as the capacity of your motor home's trailer hitch receiver so I can look into it further for you.
