If your 2018 Chevy Express 3500 van does not have the tow package, you'll have to run the wires for the brake controller yourself since there are no existing wires. The signal for the brake controller on your 2018 Chevy Express 3500 don't use a traditional stop light switch so you will need to pick up the signal from the Body Control Module (BCM) or via the underhood fuse box.
It looks like you may be trying to connect the Pigtail Harness # PK11998 to an existing or new Pollack Trailer 7 way Connector Socket # PK11893 . To get everything functional, you'll need to run a length of blue wire under the vehicle from the 7 way plug to the brake controller wiring and connect the two under the dashboard and then connect the brake switch you've located on the BCM or the underhood fuse box earlier and connect that to your controller. Once you've connected the ground and 12v power to your controller it should be fully functional and you're ready to tow a trailer with brakes.
