Can this item be used on a blue ox tow bar? Or can you tell me if blue ox sells a fabric shield that covers the tow bar from bumper of rv to toad vehicle?

Yes, the Roadmaster Tow Defender Protective Screening part # RM-4750 will work with a Blue Ox. In fact, the Roadmaster Tow Defender Protective Screening is actually designed for this exact purpose but I am not aware of a similar option from Blue Ox so this is what you want.
I have attached a photo for you that shows how the bracket for the Tow Defender mounts to get a clearer picture. In case you are wondering, there are specific instructions for Blue Ox that come with the Tow Defender so there is no guesswork during installation.
