Is the 300# TW and 2000# GTW based on the strength of the receiver or towing limits of the vehicle? I have 2012 VW Jetta TDI sportwagon, I am going to be installing towing spring

The 300 lb tongue weight (TW) and 2,000 lb gross towing weight (GTW) ratings for the EcoHitch Hidden Trailer Hitch Receiver # 306-X7284 apply only to the trailer hitch itself. Just like all other trailer hitch manufacturers, the EcoHitch is tested outside of the parameters of the tow vehicle itself so it is always important to look up the weight ratings and instructions for your vehicle prior to towing.
From what I could find online it looks like Volkswagen doesn't approve towing a trailer for any diesel engines so since that's what you have on your 2012 Volkswagen Jetta SportWagen TDI you'll need to keep that in mind.
It is worth noting that you are protected under the Federal Magnuson-Moss Warranty Act. The Act states that if something breaks on your vehicle and you take it in for warranty repair, the dealer must honor your warranty unless whatever modifications you have added to your vehicle actually caused the problem in question.
Should you choose to tow with your Jetta SportWagen you'll also need wiring like the # C59496 and a ball mount kit like the part # 989900 which includes two ball mounts, one with a 3/4” rise/2” drop and the other with a 2-3/4” rise/4” drop, a 1-7/8” hitch ball, a 2” hitch ball, and a pin and clip.
