Can a ST205/75R 14 load range C tire be replaced with the same size load range D tire on the same wheel?

Yes, you can replace a 205/75-14 load range C trailer tire with a 205/75-14 load range D trailer tire without replacing the wheel. For this, I recommend the Kenda Karrier ST205/75R14 Radial Trailer Tire part # AM10235.
This tire has a 2,200 capacity at 75 psi and an 81 mph speed rating.
