Does the ball for the trailer goi on the lower part and the bike rack in the upper receiver part? What would be the best way to get the bike onto the bike rack? It weighs about 60 lbs which is too heavy to lift.

Your best solution will be a dual hitch adapter part # D210 which has a lower ball mount platform to tow your smaller trailer and then an upper hitch opening that can have a an e-bike rack inserted into it like the Hollywood Racks Sport Rider for E-Bikes part # HLY84FR. This rack is also approved for use at the back of motorhomes like your 2014 Thor Chateau 23U so it will work well in that regard as well.
