How Lock Included Wtih RockyMounts Monorail 2 Bike Rack Works

Question:
Hi my husband is just installing our rack and the hitch pin lock does lock on but the lock spins around. Is this supposed to do this? Thx!

Expert Reply:
The locking portion should be removable by turning the key 1/4 of a turn. Once the locking portion is removed, the provided wrench would be used to remove the threaded bolt.
