If I'm understanding you correctly, you're wanting to know whether or not the tailgate can be let down with bikes still on the Thule T1 9041 . Since this is not a tilt away platform, you will likely be unable to lower the tailgate without contacting both the handlebars or the frame of the bike. If you wanted to still access the rear of your truck bed via the tailgate, I recommend going with a tilt-away platform rack like the RockyMounts MonoRail # RKY10007.

This rack tilts away to allow access to the tailgate, but also folds up to stay compact and close to your truck when not in use. The Mono-Rail comes with integrated locks for your bike and the hitch to keep everything secure, just as you would find on the Thule T1.

If you're actually just worried about your handlebars hitting the tailgate when the bike is mounted, this won't actually be a concern unless you have over-sized handlebars. If you have longer handlebars than normal, this rack is about 21-3/4" wide and the closest part of the rack is going to be 7" from the center of the hitch pin hole.

If you use those two measurements you should be able to determine if there will be contact by taking the amount of overhang on the platform and dividing that in half - as long as it's less than 7" you will be clear of the tailgate. Conversely, the RockyMounts MonoRail is 12" from the center of the hitch pin hole to the closest part of the rack when folded down, so there is also considerably more clearance with this platform rack.
