Yes. In order to add hydraulic disc brakes you will need to use the Kodiak Disc Brake Kit # K2R35S and the HydraStar Electric-Hydraulic Actuator w/ Line Kit for Disc Brakes # CAR-HBA16-2, which will give you a completely new disc brake setup for your 1991 Shorelander. The Kodiak Disc Brake Kit # K2R35S uses a 10" rotor with a 5 on 4-1/2 bolt pattern and has a capacity of 3500-lbs, which will work well for your Shorelander. The Hydrastar kit comes with an actuator and all of the brake lines needed to install disc brakes on a tandem axle trailer. If you happened to need lines for a 3rd axle you can use the Hydraulic Line Kit for 3rd Axles # 9579-01.
If you don't already have a brake controller that is compatible with Electric over Hydraulic brakes, you'll want to upgrade to one that is. I recommend using the Tekonsha Prodigy P3 # 90195, which is a proportional brake controller that works well with Electric over Hydraulic brakes and is one of our most well reviewed controllers.
If you have a different wheel bolt pattern, let me know and I can recommend a more appropriate conversion kit.
