Can a license plate be mounted on this and look like it belongs there?

It wouldn't really be possible to mount a license plate to the Carr Mega Step Fold-Up Step - 2" Hitch - 14" Long part # CARR190011B because you would need to install it on the side of the step to have enough ground clearance. It may be possible to use self tapping screws into the step to mount the license plate on the side but it wouldn't look like it belonged.

If the step blocks your license plate, I recommend to use a license plate relocation bracket like part # LPL55CB to relocate the license plate to a flat surface that has at least 8-5/8" wide x 3-1/4" tall x 2-5/16" long of space available. This bracket also includes a light so it would fit in nicely and illuminate your license plate at night.
