Question:
Kuat NV2. Both of our ebikes have fenders. Can you secure the bike with the clamp over a fender? Or can you secure it with the clamp on part of the frame with this rack? If not, what racks do you recommend for ebikes with fenders? Thank you.

The Kuat NV 2.0 # BA22B you referenced is a fantastic bike rack, but since you have electric bikes with fenders you will need to go a different direction. The reason is the NV 2.0 is a wheel-mounted bike rack and the clamps will not mount to the frame, they are designed only to clamp to the front wheel, and fenders will interfere.
The bike rack I highly recommend for a pair of e-bikes with fenders is the Thule EasyFold XT 2 E-Bike Platform Rack # TH903202 because it is a frame-mounted bike rack that will work with e-bikes that have fenders, is by far the simplest bike rack to use, and offers a plethora of convenience features that are unmatched by any other bike rack.
The rack uses padded clamps and wheel straps to secure any style of bike, including bikes like yours that have fenders or even a step-through frame. It has a 65 lb per-bike capacity and comes with an on-board aluminum ramp (which is something other racks don't have) so you can easily load and unload your heavy e-bikes.
The EasyFold XT # TH903202 allows for simple access to your vehicle's rear cargo area via a foot lever that you can press to tilt the rack down, tightens in your hitch with the twist of a knob, which is part of what make this rack easier to use than any other rack. It also gives you security with integrated locks in the clamps that secure your bikes to the rack and a lock in the knob that secures the rack to your hitch, helping protect your investments.
This rack works with bikes that have tires up to 3" wide but you can add Fat Bike Straps # TH985101 for tires up to 4-11/16" wide. I have added a photo and review a customer sent in which shows the EasyFold being used to carry a couple e-bikes with fenders.
I've added a link to a video review of this rack for you to take a look at as well of the Thule EasyFold XT 2 E-Bike Platform Rack # TH903202.
