Can I use the u-bolts in CE11416 with hardware nuts, washers, hat brackets in CE11451-A?

Yes, the longer U-bolts of the # CE11416 will fit the # CE11451-A that you also referenced. The # CE11416 will give you U-bolts that are 1 inch longer than what's included with the # CE11451-A which are 5 inches long.
