I have attached for you the installation manual of the Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System part # LC675817. This is a generic install manual that can be used on any trailer but there is not a set of instructions specific to a 2013 Keystone Raptor Predator 3513 or any particular make/model for that matter. That said, I highly recommend that you seek professional help for the installation of the leveling system.

Can I raise the Jack's up at least one more hole on the mounting bracket? To raise the bottom plate a little higher off the ground while traveling.

With the jacks mounted you just want to have around 7" of ground clearance when retracted. You can certainly adjust which holes are used for mounting to achieve this.
