Removing Riveted on Garnish to Replace Vent Lid Cover of Ventline Roof Vent

Question:
I have a continuous hinge vent cover Im planning on replacing. It appears to have been riveted in place originally. Will I be able to drill out those rivets and attach the cover with a bolt and locking nut? Is there any other better strategy?

To replace the Ventline roof vent lid you have with the part # BV0554-03 does require removing the interior garnish of the vent so that you can drop the screen and disassemble the operator assembly like what is show in the attached install video.
Since your garnish is riveted on you'll have to drill them out to remove it. There won't be a way to attach nuts to the other side of bolts so I don't believe this is your best option. Ideally you'd use rivets again. Or maybe find some properly sized screws to hold the garnish in place.
