Can I buy a torsion axle lift kit for my small retro camper then change tires from 13 inch to 15?

You may be able to add larger tires if you use a lift kit, though you would also have to get different wheels for the tires to fit. In regards to clearance, with trailer tires, the general rule of thumb is you want at least 3" of clearance from the top of the tire to your fender and at least 1" of clearance between the inside of the tire and your trailer's frame rail.
So with that in mind there is some information you need to know before proceeding, starting with the torsion axle you have in order to get the correct lift kit. The Torflex Lift Kit # K71-707-01 will work if you have a #10 Torflex axle with a 2,300 to 4,000-lb capacity; the Torflex Lift Kit # K71-723-01 will work if you have a #9 Torflex axle with a 2,000 lb capacity.
Or, Axle Riser Kit - Single Square Torsion Axle # LC382741 will work if you have a square 3,500 lb axle.
In regards to new tires and wheels, what you need to know for this is your wheel bolt pattern, and if you are unsure of that you can take a look at the link to the help article I added which details exactly how to find this. You also need to know your camper's GVWR so you can get the correct load rating for your tire.
For example, the Westlake ST205/75R15 Radial Trailer Tire w/ 15" Silver Mod Wheel # LHAW121 has a 5 on 4-1/2" bolt pattern and load range D with a maximum capacity of 2,150 lbs per tire.
