For an e-bike with fenders we do have great bike rack options but the RockyMounts MonoRail Solo you mentioned would not be what you need as it is not compatible with bikes that have fenders.

The best option is the Thule EasyFold part # TH903202 as it has the weight capacity needed for the heavier e-bikes, has a frame clamp setup that allows it to work on bikes with fenders and also comes with ramps to make loading and unloading the heavier bikes easier. See attached review video.

Yes, if you took the front fender off of your e-bike that weighs 60 lbs you could carry it on the RockyMounts MonoRail Solo 1 # RKY10007. It has a 60 lb capacity and will work great on any bike without a front fender like yours.
