Yes, you can use the Curt Dual Hitch Extender for 2" Trailer Hitches # D-192 upside down without issue if you are looking to drop the height of your hitch-mounted bike rack. The dual hitch comes with a pin and clip to secure it to your hitch but for added security to protect your investments I highly recommend adding the Curt Hitch Lock # C23519.
