Operation of Brake on JIF Marine 315-W3200D 2-Speed Boat Trailer Winch

Question:
Does the brake on the # 315-W3200D apply ON/OFF or will it DRAG to let the strap out continuously and slowly?

The brake is strictly an On/Off proposition. When it's in neutral, the strap can be pulled out easily without the handle turning which is a nice feature. In neutral, the strap can be pulled out, but there isn't any sort of a brake.
