Do I need to use LocTite on the mounting bolts? Or just tighten dry. What is the metal tab to the left of the receiver for? A wiring connector?

The Draw-Tite Max-Frame Trailer Hitch Receiver # 75471 comes with lock washers that you use for the install so LocTite isn't necessary or recommended by the manufacturer.
You are correct, the tab to the left of the receiver is for mounting wiring like part # 118258 or # 118415 to your 2007 Hyundai Santa Fe with a bracket like part # 18144.
