Question:

I have a 2003 Tacoma that I bought that came with a small lift. The distance from the leaf to the frame is 9.5. My previous 2000 Tacoma had a leaf to frame distance of 7. Is there something I can add to the Timbren springs so that the distance between the spring and the frame is similar to a non-lifted Tacoma?

Timbren does make spacers like the part # A25723-90AH00 for a 1 inch spacer and # TA25722-90P00 for a 1/2 inch spacer which you can use to take up extra space created by lift kits so that you can still use their suspension enhancement kits like the # TTORTAC4A that you referenced.

You'd need to use an amount of spacers that takes up the added distance created by the lift. So in this case you'd need two 1-inch spacers and a 1/2 inch spacer per side of the vehicle.
