I’ve installed an aftermarket front bumper on our towed 2015 Jeep Wrangler Unlimited Smittybuilt XRC. Do you have any guidance on where to mount the battery pack for this?

The Hopkins Engager Push-To-Test Trailer Breakaway Kit w/ Built-In Charger # 20099 that you referenced is actually designed to activate electric trailer brakes and is typically installed on the trailer tongue. Since it sounds like you are getting your 2015 Jeep Wrangler Unlimited ready to flat tow you won't be needing this to activate your trailer brakes as a supplemental braking system will connect directly to the battery on your Jeep for power in an emergency situation.
For example, the Brake Buddy Classic 3 # HM39494 connects directly to your Jeep battery via the 12 Volt Outlet Kit # RM-9332. This comes with it's own breakaway cable so when pin is pulled this unit activates the brakes on it's own.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
