Can it be open while the rv is on the road?

Yes according to MaxxAir The MaxxFan Deluxe Roof Vent with fan part # MA00-07500K can be opened while traveling. More traditional vents required a cover to be opened while traveling but the MaxxFan's more modern design allows for opening.
