Question:
If this cable were cut, are the inside wires suitable for splicing? I am looking for a way to go from a 7-wire or 4-wire flat vehicle socket to the input of item #118158, then take the output of #118158 plus ground and tail bypassing the #118158 into a 5-wire vehicle connector. This would mate with a 5-wire trailer connector such as HM47910 to feed a multifunction LED light Left, Right, Tail, Brake, Ground to be mounted to the my Kuat NV2 4-bike rack

To complete your wiring with a 7-way cord, taillight converter and 5-pole connector I recommend using a few other similar items to give you a cleaner and potentially more reliable setup. Instead of cutting part # A57CCB you could use coiled 7-way plug/cord # WG54006-043, converter # 118158 and 5-pole vehicle-side connector # HM47900. To make the wire connections you can use butt connectors # DW05744-10.
