Do I need any other parts for the hully roller to work on my 2019 Outback crossbars? Also would you suggest using any other assist devices to get the kayak onto the rollers? Thank you.

The HandRoll Carrier # Y04082 that you referenced is actually just the part of the carrier that has the wheels. To complete the carrier you also need some saddles like the DeckHand # Y04083. This combination is available for your 2019 Subaru Outback Wagon in the kit # Y04083-04082 and is compatible with round, square, or aero-style crossbars.
To add locks to either setup you need the 4 lock core set # Y07204.
