This is the black base that this part clips onto. This part has two screw holes to attach a license plate. Picture attached. Thanks.

The best option we can offer you is a new tail light, the Optronics RV Tail Light part # RVSTB61 which uses the Replacement Lens part # AST61B that you referenced. The base is not available separately therefore you will have no other option but to replace the entire light. In order to install the light you will need part # DW05744-5.
