i have a 2007 basic model toyota highlander without the tow package what wiring harness with converter is needed

The # 33425 Curt wiring harness that you referenced would work well for your 2007 Toyota Highlander, since it does not have the factory tow package. This harness would simply plug in behind your tail light on each side of the vehicle.
The # 33425 harness includes a power wire that you will run to the vehicle's positive battery terminal, with the included fuse placed in line. This will help to protect the wiring system on your Highlander from overload, as the power for the harness is pulled directly from the vehicle battery.
The harness will include instructions and everything needed to wire your vehicle for the 4-Way flat trailer connector.
If you are also looking to equip your Highlander with a trailer hitch, I would recommend the Curt hitch # 13530. I am including links to the installation instructions and a video showing the hitch being installed on a 2004 model. This would be very similar to the installation on your 2007 model.
To complete set up the vehicle for towing, you would also need a ball mount, part # D-4, and a hitch pin or hitch lock like part # e98880. You would also need a hitch ball, part # 19247 if your trailer requires a 2 inch diameter, or part # 19260 if you trailer requires a ball with a 1-7/8 inch diameter.
