Hello. Do I need to use the Stabilizing Strap # 18050 with the etrailler hitch E98848, when will be use bike rack ?

No, the Stabilizing Strap # 18050 is not required for non-trailer loads with the etrailer.com Trailer Hitch # E98848 installed on your 2018 Honda CR-V. I have attached an installation video and a photo of what the finished product looks like on a 2018 CR-V for you to check out.
If you are planning on using a bike rack, for unrestricted rear hatch access to your CR-V you can add the Yakima BackSwing # Y02483 which swings your bike rack out and away. You can even leave your bikes loaded while doing so! I have link a review video for this product as well.
