Question:

I know nothing anout STL stc. Only thing I know is that I moved the jet skis trailer and broke a lens. Lens states Optronics. Other end states SAE D.O.T. AISTP2 93 -measures 8 x 2 7/8 - I think what I am looking at is it, but I dont know about that 1/16..

If your tail lights look like # STL16RB or # STL17RB, then you can use the Replacement Tail Light Lens, # A16RB. This is the correct replacement for the tail light.
If the lens portion is deeper on your lights than those pictured, you may have a 26 series light like # STL26RB as an example.

The 1/16 of an inch would be the very first tick mark after the 8 inch line on a ruler (provided the ruler measures in 1/16 increments). Both my Staples ruler and Craftsman tape measure use the 1/16 mark so it is common. Deepening on the angle you are at when taking the measurement in may look like 8 inches. It could also look higher or lower.
