So, I was wondering if this part will fit on a 1999 ford f250 super duty short bed? If not, what would be a good alternitive to this product? I am looking to find something that is easy to install on my own without drilling if possible. Thank you.

The correct B&W Turnoverball Underbed Gooseneck Trailer Hitch w/ Custom Installation Kit for your 1999 Ford F-250 Super Duty with the short bed (or even if you had the long bed) is part # BWGNRK1108.
This is a completely custom kit and doesn't require any drilling into the frame of your Super Duty at all. We have actually had the pleasure of installing this exact hitch on a 1999 Super Duty. I have attached the installation video and a picture of what the end result looked like for you to reference.
If you were to end up using this same hitch to tow a 5th wheel trailer then you could use the B&W Companion # BWRVK3400-5W which mounts directly into that gooseneck receiver and gives you the correct amount of turning clearance you need to keep from hitting your cab with your trailer.
You may also be interested in the Curt 7-Way Connector # C56000 which gives you a 7-Way in the bed of your pickup and makes connecting the wiring for your gooseneck/5th wheel trailer much easier.
