For a lock for your 1-1/4 inch hitch I would recommend you get lock set # 2866DAT.
The Blue Ox Base-Plate-to-Tow-Bar Lock # BX8859 that you referenced is designed to be used as a lock for base-plates to tow-bars. While it could possibly be used as a hitch lock, I would not recommend you use it as one since it has never been tested for that.
