Does this Hinge Kit come with the center punch I didnt see it in the picture?

Fulton Fold-Away Coupler Hinge Kit # FHDPW330300 includes the two halves of the main coupler housing, mounting hardware and both a pivot bolt (and nut) and a pivot pin with handle and cotter pin. These items are shown in the linked photo.

A center punch for dimpling the material prior to drilling is NOT included.

Please note that this item's weight rating is dependent on the actual pivot length as noted in the linked chart. Capacity drops as pivot length increases.
