Question:

The psi rating on the sidewall of all trailer tires is the cold PSI rating, meaning the tire should be inflated to that psi rating before the tire heats up. If your tire says 80 psi, then the manufacturer intended for that tire to be inflated to 80 PSI before you hit the road.
If you start out at a lower pressure, then the biggest concern that you will have is that the weight rating of the tire will also decrease. It is recommended that trailer tires be inflated to their recommended PSI.
If you are having a problem with blowouts, then I recommend looking into other factors that could cause blowouts such as a bent spindle, overloading, speed, odd tire wear like flat spots, sidewall rubbing, etc. that could indicate clearance or braking problems. If you notice anything like this let me know and I'd be happy to help you investigate further.
If you are interested in an excellent ST235/80R16 trailer tire, I recommend looking at the Premium Trailer Provider ST235/80R16 Radial Trailer Tire - Load Range E Item # TTWTRTM2358016E. This tire has a maximum load capacity of 3,520 lbs. when inflated to 80 PSI cold and it has a maximum speed rating of 81 mph and should give you plenty of a safety margin if you tend to drive over highway speeds.
