Are you able to fit a tire cover over this lock in place without damaging the cover?

The BOLT Spare Tire Lock part # BL5922986 that you referenced can fit under most covers but the best way to determine if it would stick out past the wheel far enough to cause an issue would be to measure from the flange of where a lug nut fits on the wheel out 4.21 inches as that's how far out the lock would stick. In most applications this would not be an issue. Especially if the cover isn't super tight but you'd have to measure to be totally sure.
