does the post guide -ons for potoon trailers #ce27670 does the pvc pipe spin when the boat loads

The PVC pipes of the CE Smith Post Guide Ons # CE27670 that you referenced do not spin. They actually have a slit cut into the bottom of them that lines up with a groove on the elbow fitting that prevents them from spinning. These aren't intended to be physical guides so much as visual guides.
