To flat tow a vehicle there are 5 essential components you will need: base plates, a tow bar, safety cables, wiring, and a supplemental braking system. Base plates provide a safe and secure attachment point on the vehicle for the tow bar.
For you 2011 Honda CR-V, the Roadmaster Base Plates, # RM-521559-4, that you have referenced would be a good choice. These are XL style base plates so you will need a tow bar that is compatible with the XL style. The most popular tow bar for XL base plates is the Roadmaster Falcon 2, # RM-520. I have included a link to the installation details and a video review of the tow bar for you to view.
Next you will need safety cables. I recommend the coiled safety cables, # RM-643. The coiled design of these cables will help keep the cables from touching the ground. For a lighting solution, go with the Roadmaster Bulb and Socket Kit, # RM-155. This kit will provide separate bulbs in the CR-V tail light housing that are powered by the towing vehicle so you will not have to splice into the vehicle wiring.
And finally, most states now require a supplemental braking system on the vehicle that is being towed. One of the easiest systems to set up each time you tow is the Stay-IN-Play DUO # SM99251. Once installed all you need to do is flip a switch when you're ready to tow the CR-V.
