A bike rack that is installed on a towed trailer or fifth wheel needs to be specially engineered for that purpose. The harder suspension and the greater distance from the rear axle of the trailer to the bumper will subject the bike rack to more rattling and jarring than an ordinary bike rack would experience.
You do not mention the weight of the bicycles, which is an important factor.
We offer many different racks appropriate for use on a fifth wheel, but they all have limited weight capacities.
The RV suitable rack we offer with a high capacity, at 70 lbs per bike would be the Swagman E-Spec, part # S94FR. If your electric bikes weigh a bit more than that, you can try removing the batteries if possible and see if that will bring the weight of each bike below the 70 lb mark.
We also have the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY84FR that holds bikes up to 80 pounds.
