On your 1998 Ford E-Series RV, since you have already checked your fuses and relay, the next step to determine why you don't have 12v power to your trailer battery is to check the 1 o'clock pin on your 7-way vehicle side trailer connector. If you have power on that pin when you check it with a circuit tester like # PTW2993 then you will need to check your trailer side connection.

If you do not have power at your 7-way, then it is likely that a wire has shorted, and you can either trace the wire probing every few feet to find the short and replace that section of wire with # 10-1-1 or you can simply run a new wire. If you run a new wire, I recommend using # 10-1-1 and circuit breaker # 9510 between the positive battery terminal and that 1 o'clock pin location on your 7-way trailer connector.

If you have power at the 7-way, then clean both trailer connectors with some sand paper and then check the corresponding wire as it is run to your trailer battery positive terminal. If you need to replace any wire, the same # 10-1-1 sold by the foot can be used. If you need to splice in new wire, I recommend the heat shrink butt connectors # DW05745-5.
