Your 2013 Ford C-Max can use a cargo carrier, and you'll need to start by installing Class II trailer hitch # C12092.
This hitch has a 1-1/4" receiver and a 350 lb tongue weight so the most the carrier and scooter could weigh combined is 350 lbs. Also, please note that with this hitch, all non-trailer loads such as bike racks and cargo carriers need to be supported with Stabilizing Straps # 18050.
Then for a cargo carrier that will work with this vehicle the best value for a combination of price and quality is the 17x46 Curt Cargo Carrier # C18145.
