I am trying to run a 12 appliance through the 7 way round RV style connector purchased from etrailer connected to a 2017 Ford Super Duty. The truck has no 12V at the bumper and the #27 fuse is good. I have heard the computer will not supply 12V unless it thinks a trailer is connected. If true is there a way to defeat this?

The 12 volt power circuit of the 7-ways on the newer Ford trucks like your 2017 Ford F-250 is an odd situation. Many people have the same issue as you or they have found that the gauge wire used for this circuit is just too small to power anything. Best option is to bypass it all with 10 gauge wire like part # 10-1-1 and a circuit breaker like part # 9510 to run from the pin on the 7-way all the way to the positive pin of the truck battery. This will give you a circuit active whenever needed that can actually draw a decent amount of amperage.
