Question:
Can a 1998 Jeep grand cherokee be towed with a car dolly. front wheels up? It has track with neutral transfer case? The manual says that it can be flat towed with Tcase in neutral and Transmission in Park. Thanks,

The owners manual of a vehicle is the final authority on whether a vehicle can be flat towed. Since yours says it's okay you'd be fine. But you should note that the instructions you listed are referring to flat towing with all wheels on the ground. You need to find the section on dolly towing. The steering wheel will need to be locked so that the dolly does not hit the side of the vehicle around turns.
