I am replacing the brakes on my 1997 Fleetwood Mallard. The inner brake has no bolts of other way to remove it. I believe it is a Axle Beam with Dexter drums. So is there a way to remove the inner brake?

Your 1997 Fleetwood Mallard uses standard brake assemblies and hubs. To remove the hub, you will need to remove the spindle nut and then pull the hub/drum assembly off the spindle to access the brake assembly. If the hubs have been on for a long time sometimes using a rubber mallet around the edges of the drum will help get it to move more easily.
If you have 12 inch diameter brake assemblies, then you will want assembly # AKEBRK-7-SA. If you have 10 inch diameter assemblies you will instead want # AKEBRK-35-SA. Based on your description, I assume you have the 12 inch diameter system, but you can simply measure it to ensure fit.
