I checked with Extang and for your Encore the Replacement Tie-Down # EX1024 that you referenced is the correct fit.

Based on your images it appears you have a BAKFlip Tonneau Cover. This will use the Buckle and Strap Conversion Kit #PARTS-356A0009. The Replacement Tie-Down #EX1024 you found is for Extang Solid Fold 2.0 Hard Tonneau Covers which are only 3 panels.
