Question:
Will the Dexter 8-248 hub replace the Reliable R1001 hub? The Bearings seam to be the same size

If the bearing numbers are the same as what you have currently in your Reliable R1001 hub the Dexter hub part # 84545BX would be the correct replacement. We don't have a cross reference for that brand of hub but if the bearing numbers match this which are L68149 and L44649 then you'd be fine.
