Are there Specific Torque Values for the Hardware in Timbren Help Spring Kit TFR1504E

Question:
I just got this part and am getting ready to install. The instructions do not state what to torque the bolts to. Can you tell me?

I spoke with my contact over at Timbren and he said there isn't a torque value for the hardware when installing kit # TFR1504E. He said to just tighten them until snug using regular hand tools. I know that is very subjective but tight using hand tools is what to shoot for.
