Yes, the Roadmaster Tow Dolly with Electric Brakes # RM-2050-1 does indeed come with wheel straps. I have included a link to a video featuring this tow dolly for you.
If your tow vehicle does not have a brake controller you will need one in order to activate the trailer brakes. Something like the Brake EVN # TK63VR would be a great and inexpensive option for that.
