The camper has 20.5×8×10 tires and rims, can I put 4.80×12 tires and rims on it?

The two sizes you mentioned have the exact same diameter of 20.5 inches. The biggest difference is that the 12 inch size you are considering of 4.80-12 is much narrower at 4.9 inches compared to 8.4. Clearance wise you'd not have any problems at all.
If you have a 5 lug bolt pattern you'd need the part # AM30670 or if you have a 4 lug pattern you'd need the # AM30630.
