It sounds like the Replacement Shackle Link with Bolts # 018-026-05 that you referenced is what you are needing. It comes with the shackle and wet bolts that have a grease zerk fitting installed on them. This kit is compatible with the following heavy duty Dexter Axle suspension kits:

Does E-Trailer offer a shackle kit like. K71-358-00 , but with the 018-026-05 shackle and corresponding 2-1/4 clamp bar, bushings and nuts?
