You will not have any issue using the Dexter Heavy-Duty Suspension Kit for Tandem-Axle Trailers - 1-3/4" Wide Double-Eye Springs # K71-449-00 and moving the equalizer bolt down to the lower hole position. This will work very well on your trailer and will give you a better equalizer with the integrated grease zerk and the heavy-duty shackles with integrated grease zerks. The minor difference in equalizer height at that point will not be an issue for the shackle straps.
